Requirements Checklist

The documentary requirements for application for Philippine dual citizenship are the following:

1. Two original accomplished Petition for Dual Citizenship forms. 
2. The original and two photocopies each of the following documents:

2.1 Philippine Birth Certificate with Registry Number issued by the National Statistics Office (NSO)

  • Note: NSO-issued Philippine birth certificates may be ordered online through the NSO website www.ecensus.com.ph (fees apply)
  • Note: If the applicant was born outside of the Philippines, the Report of Birth issued by the Philippine Embassy or Philippine Consulate in the country where the applicant was born. Refer to the Civil Registry section of this website for information on making a Report of Birth.

2.2 Old Philippine passport
2.3 Australian Certificate of Naturalization
2.4 Australian passport
2.5 For married applicants, NSO-issued Philippine Marriage Certificate with Registry Number or Report of Marriage (if applicant is married outside of the Philippines). Refer to the Civil Registry section of this website for information on making a Report of Marriage.

3. Four (4) passport-sized colored photos with white background, taken within the last three months. Photos should not show applicant in sleeveless or revealing attire and eyeglasses should be removed.

4. Payment of dual citizenship processing fee. This payment is non-refundable. Refer to Schedule of Fees.

The Consulate may require additional documents to verify certain circumstances of the petitioner (e.g., Proof of Election of Philippine citizenship issued by Bureau of Immigration in the Philippines) or inconsistencies in the records. For example:

  • If the applicant’s name in the Philippine birth certificate differs from the name in the Certificate of Naturalization or Australian Passport, then an Affidavit must be made to explain the change in name (fee will apply). The applicant must also show an official document that bears the current name
  • If the applicant is widowed, marriage certificate and death certificate of spouse are required
  • If the applicant had a previous Philippine marriage, the Philippine Marriage Certificate with annotation of nullity of marriage is required
  • If the applicant had a previous Australian marriage, the marriage certificate and divorce decree issued by the Australian Court are required




Application/Petition with Dependents

The petitioner may include in the application children of minor age (i.e., less than 18 years old) as dependents.  The petitioner must submit the following:

1. One accomplished Identification Certificate application form for each dependent

2. Four (4) passport-sized colored photographs of each dependent.  The photograph must be recent (taken within the last three months) and have a white background. The photographs should not show applicant in sleeveless or revealing attire and eyeglasses should be removed.

3. Original and two photocopies each of the following documents. The original documents must be shown to the Consulate for verification

  • If born in the Philippines, NSO Birth certificate of each dependent. However, if the dependent was born outside of the Philippines, the Report of Birth issued by the Philippine Embassy or Philippine Consulate in the country where the child was born. Refer to the Civil Registry section of this website for information on making a Report of Birth.
  • Old Philippine passport of each dependent
  • Certificate of Australian Citizenship of each dependent
  • Australian passport of each dependent

4. Payment of dual citizenship processing fee. This payment is non-refundable. Refer to Schedule of Fees.
