Authentication of Documents
When an officer in a foreign country other than an officer of the Philippines has performed a notarial or other official act for use in the Philippines, the official character of the executing officer shall be verified by the diplomat or consular officer of the Philippines. The diplomat or consular officer shall then issue a verification of authentication in order to give the service legal force and effect in the Philippines.
Requirements:
The Consulate requires that the signature and authenticity of the notarizing officer should be verified by the authenticating officer of the Australian Department of Foreign Affairs and Trade (DFAT). The signature of the DFAT official will then be authenticated by the Philippine Consular Officer.

A non-refundable authentication fee to be paid either in cash, commercial
bank cheque or postal money order payable to the “Philippine
Consulate General in Sydney”.
The original of the authenticated documents and its photocopy must be submitted; and
If filing by mail, it is the responsibility of the requesting person/office to arrange for delivery (by special courier or postal service) of the document/s from the person/office to the Consular Office and back.
Processing and releasing times (if filing in person):
Applications lodged in person between 9:00 AM to 12:00 NN will be processed and released on the same day from 3:00 PM onwards.
Applications lodged in person between 12:00 NN and 3:00 PM will be processed and released on the following working day from 9:00 AM onwards.
Please note that applications lodged in person will only be processed once the documentary requirements have been duly complied with.
Applicants may authorize another person to collect processed documents on their behalf. A written authorization must be presented upon collection of the document. Alternatively, applicants may arrange for the return of the processed document by (1) postal service by leaving a self -addressed, stamped envelope or (2) special courier service (e.g. DHL, TNT, FedEx, TravCour).
Acknowledgement
A document executed outside the Philippines, in order to be recognized for legal purposes in the Philippines, must be either ACKNOWLEDGED or AUTHENTICATED by the Philippine Embassy or Consulate.
Ackowledgement is an act by which a person who has executed an instrument goes before a consular officer and declares it to be his true and voluntary act and deed (e.g. special power of attorney, affidavits, sworn statements, etc.). It is important that the person signs the document in the presence of the consular officer.
Requirements:
Present the original and a photocopy of the document/s to be acknowledged at the notarial window. This office will retain the photocopy;
The executor of the document SIGNS the original and duplicate copy in the presence of the consular officer/staff. The executor must submit copy of valid identification, such as any of the following – passport, driver’s license, certificate of citizenship, or other acceptable document with photograph and signature of holder.
A non-refundable visa fee to be paid either in cash, commercial
bank cheque or postal money order payable to the “Philippine
Consulate General in Sydney”.
If the individual is unable to appear to execute the signature, the procedure for Authentication of Documents must be followed.

Waiver of Exclusion Ground (WEG)
Minor aliens who are below 15 years old who are travelling to the Philippines unaccompanied by parent/s in the Philippines are required to apply for a Waiver of Exclusion Ground (W.E.G).
Applications for WEG shall be signed and approved by the Head Supervisor, Bureau of Immigration, Ninoy Aquino International Airport (NAIA), subject to the submission of the following requirements:
Affidavit of Support and Consent For Use in Waiver of Exclusion Ground, duly notarized by the Philippine Consulate General; and
Payment of Immigration fees upon arrival at the Philippine International airport.
For the Affidavit of Support and Consent For Use in Waiver of Exclusion Ground to be notarized by the Consulate, the following are required:
Personal appearance of either parent to submit and sign the Affidavit. (Form available at the Consulate)
Present the original and submit two photocopies of:
a. The birth certificate of the child;
b. Passport data page of the child;
c. Passport data page or driver’s license of both parents;
d. Passport data page of the traveling companion;
e. Marriage certificate of parents, if applicable.
A non-refundable Notorial fee to be paid either in cash, commercial
bank cheque or postal money order payable to the “Philippine
Consulate General in Sydney”.
IMPORTANT: If the child will stay in the Philippines for more than twenty-one (21) days, a visa will be required.
