NBI Clearance
First-Time Applicants or Renewal of Lost Previously NBI Clearance
The National Bureau of Investigation (NBI) clearance (or Philippine Police Clearance) is normally applied for personally and obtained at:

However, for residents of New South Wales, an NBI application Form (Form No. 5) containing the description of the applicant, including signature and fingerprints, may be accomplished and certified at the Philippine Consulate General in Sydney.
For this, the applicant must appear personally, with his/her passport and a 2” x 2” photo, (with white background and taken within three months at the time of application). Eyeglasses must be removed. The notarial service fee is AUD 50.00.
The applicant then sends the certified NBI Form No. 5 to the National Bureau of Investigation at the above address by mail or through an authorized representative (an authorization letter is required) who can submit the application and collect the clearance. A separate fee of two hundred pesos (PhP 200.00) is charged by the NBI.
If application is mailed directly to NBI, please enclose International Check/Money Order in the sum of (converted to pesos) Two Hundred pesos (PhP 200.00 ) payable to: The Director, National Bureau of Investigation, Taft Avenue, Ermita, 1000 Manila, Philippines.
Upon receipt of the clearance, applicant has to bring it back to the Consulate General for thumb mark and consular seal.
Renewal of a Previously issued NBI Clearance
For the renewal of an old/expired NBI clearance, the applicant does not need to appear before the Philippine Consulate General and have their fingerprints taken.
Applications for renewal of NBI Clearance may be sent directly or through an authorized representative to any of the following NBI Offices in the Philippines:
- NBI, Taft Avenue, Manila
- NBI Clearance Center, Carriedo, Manila
- NBI Satellite Offices
- NBI Regional/District Offices
Please note that NBI Kiosks do not accept renewal of clearance handed by your representative, even if the applications are without corrections/changes. NBI Kiosks need to take the applicants’ photos personally. In the same way, NBI Kiosks do not accept any applications for NBI Clearance with corrections in NAME, DATE OF BIRTH and PLACE OF BIRTH.
Applications for the renewal of NBI clearance would include the following documents:
- Letter-Request for the renewal of the clearance. The letter will include information whether the applicant has changed his/her address or the reason/purpose for the application; or whether the applicant is not changing any details, as contained in his/her old NBI Clearance. If there are changes in the applicant’s NAME, DATE OF BIRTH or PLACE OF BIRTH, the applicant has to go through the procedures for new applicants, as stated above, and will have to provide the NBI a copy of his/her birth certificate;
- Authorization letter to a third party to apply and to collect the NBI clearance on behalf the applicant (if application will be submitted by a duly designated representative in the Philippines);
- Original of the previously issued NBI Clearance (photocopies are not accepted);
- 2” x 2” photograph (white background) taken within three (3) months
- Money Order/Bankdraft payable to: The Director, National Bureau of Investigation, Taft Avenue, Ermita 1000 Manila, Philippines in the amount of PhP200.00.

Travel Tax Exemption
Filipino permanent residents abroad may avail themselves of the Philippine travel tax exemption privilege under Sec.2(f) of E.O. 283, which amended P.D. 1183, upon submission of the following to the Philippine Tourism Authority in the Philippines:
Proof of permanent residence in a foreign country, which may either be: The official document issued by the foreign government concerned evidencing the grant of permanent residence status to the Filipino resident, e.g. visa stamp on passport
Certificate of residence issued by the Philippine Embassy or Consulate in countries which have restrictive immigration policies, to the effect that the person has resided therein uninterrupted for a period of five years without having been absent therefrom for more than (6) months in any one year. Appropriate entries in the passport establishing the five years' residence are acceptable in lieu of the Certificate of residence
Copy of passport including identification pages and page showing the latest arrival in the Philippines
Payment of PhP 200.00 processing fee.
When availing of the travel tax exemption, original documents are to be presented to the Philippine Tourism Authority at DOT Bldg., Agrifina Circle, Rizal Park, Manila or to any of the following PTA Travel Tax Field Offices:
Metro Manila: Ninoy Aquino International Airport I and II, Paranaque City, Metro Manila; Duty Free Philippines, NAIA Road, Sucat, Paranaque
Region I: San Fernando, La Union; Laoag City; Baguio City
Region II: San Fernando City, Pampanga; Subic Airport
Region III: Iloilo City
Region IV: Cebu City; Mactan International Airport
Region V: DOT Office Zamboanga City; Zamboanga Golf Course and Beach Park
Region VI: Ramon Magsaysay Park, Davao City
